Discovered that tension is not erased in general, rather than just for white peace. This will revert to the older but more desirable code. Will look into a way to address this.

Tension is now only erased according to tensions caused by all capitulated countries. This still allows Germany to have its tension erased on defeat, as major wars require all majors on one side to capitulate. It also stops the Winter War's white peace from erasing the Soviet Union's created tension, as white peacing was technically a loss in the game code.

Countries seem to be 'defeated' when they are on the loser side of a war, or offer white peace. If they are defeated and end up in a full peace conference, their world tension variable is reset to zero, regardless if they are annexed, puppeted, or nobody interacts with them (technically then, a white peace is made against them). If a country offers white peace and this is accepted, then their tension variable does not reset.

The way this mod is coded, is that any time a peace conference occurs, losers reduce world tension corresponding to the amount they have caused since their last 'defeat'. This therefore includes proactive white peaces like the Soviet Union making white peace with Finland during the Winter War.
