- dlc update

- Added game rule that removes the ability for France to remove disjointed government (default on).

- So called buffs now actually work (whoops).
- Colab will fire at the start again and not after 3 years (whoops 2x).

- Added new game rule that adds an idea after AI nations capitulate so they don't make units (will also delete excising units).
- Fixed and re-enabled neutral country's automatic excavation tech Idea.
- Fixed small bugs.
- Small visual fixes.

Axis buff update cause I wanted the new dlc to make germany broken and I lost all hope

- re-enabled old graphic defines
- default game rule poland 30%.
- Added game rule around the swiss banking buff.
- Added game rule making it so that germany always get Ball bearing trade first.
- Changes to voices.
- Neutral nations no longer start with divisions and they can't train new ones.
- Updated certain decisions/events from vanilla changes.
- Lowered japan balance of power cost to 30 (vanilla).
- Japans Manchukao focus all 35 days.
- ITA_coronate_prince_aimone will now release CRO.
- Greece resource focus is higher chance,
- Canada decription focus is 7 days instead of 70.
- Australian railway focus are now 35 day.

- Moved Japan's inter-service rivalry to balance of power.
- Deleted files to prepare for the DLC (some non-historical options may temporarily reappear).
- Added collaboration decisions for Italy with Yugoslavia and Greece (default 60% for both).
- Adjusted focus times for several nations, reducing or redistributing times for less relevant focuses.
- Changed default game rule for German collaboration on Poland (30%).
- Added new background.
- Added convoy decision that hopefully fixes certain convoy related bugs.
- Updated country colors.
- New mod icon.
- Completing either the Tsar's regime or appointing right-wing ministers as Bulgaria will cause the other branch to disappear.
- Added some hidden meme sounds from our server, will add/move these ones in a while (sorry for this).

A few spawnable units can now be deleted (BUL,Free France,FIN)
