sandox option is added for timed action (now you can configure the time)

fix bug with refuel pomp action

now the sounds for machanical action is emitte to 25 mettres

- Fix heater sound when the engine is not running or battery is 0 charged
- Fix the added time for take/repaire engine part
- Re-added sounds when close/open window action is completed (sound is distinct when the window is closed or opened)
- Added more time remlated to mechanic skill, if you have a level 10, the action is 15 seconds (unistall/install/take engine part/repaire engine part)


level 0 = 40/45 s timed action

level 5 = Usual timed action in "add Mechanic Sound" mod

-Sound re-added for taking fuel in gaz station
