-added chance based Tire Patching and Battery Reconditioning, your level in mechanical will dictate de final qualityincreasing ~10% per level.
If you're under level 3 don't bother, maximum quality will be ~40%

- Fixing recipes added for Brakes, Suspensions, Mufflers, Seats and Windshield simmilar to the old "Vehicle Parts Repair" mod which is now unneeded as vanilla integrated half of the recipes.

- Ability to patch all Tires. [Note that the fixed tires will be the lowest quality variant "Old Tire" for balance purposes]
