Spray Tracker Addon has moved to version 2.0

This means that there's a bunch of new features and changes to the previous way that the addon worked, which can result in some loss of previous settings.

Here's a list of the noteworthy changes:
+ Personal settings allow for custom fading distances, text color and font type.
+ The settings can be global or server-specific.
+ A setting for 24 hours changes whether 'banned at' is in 12 or 24 hours.
+ A new feature, the SprayBin, allows for 'removing' of a spray, as long as the spray's owner is still on the server. It's technically not removed, just re-sprayed at a different, specified location.
+ The spraybin can be set using the command 'sta_command setspraybin', while looking at a wall, ceiling or floor, anywhere other than an object.
+ While looking at a spray and the spraybin being set, a spray can be removed by typing !removespray in the chat.
+ When a player is blacklisted from spraying, and if the spraybin is set, the blacklisted player's spray will automatically get 'removed'.
+ Reworked authentication of the various commands and permissions. There's four primary permission groups: allowed to spray, allowed to use Spray Tracker, allowed to admin spray tracking and allowed to change spray tracker server settings.
+ By default, everyone is allowed to spray, with no minimum distance between two people's sprays.
+ By default, everyone is allowed to activate and use Spray Tracker.
+ By default, only admins and superadmins are allowed to administrate Spray Tracker, like blacklisting, etc.
+ By default, only superadmins are allowed to change a server's Spray Tracker settings. Of course the rcon or server console can also change settings.
+ New console commands for opening menus directly: menu, admin, setttings, personal_settings.
+ The sta_command now has auto-completion on clients as well.
* Bans/blacklistings have changed to include more information, like when a person was blacklisted, what their name was at the time and who blacklisted them.
* Commands have slightly been altered, so they are more streamline, like all changes are changed by either 'change', 'addrank' or 'deleterank'.

Optimized the script, and fixed a bug where the script would fail to load certain things.

Changed the font of the text, so it's easier to see on light surfaces.
Added command to quick-copy the shown SteamID on a spray.

Added a new command(toggle_starton) and fixed some bugs.

+ Players can now also use the console commands.

+ Added the ability to blacklist players from spraying.
+ Added so you can chose ranks which can use the Spray Tracker.
+ Added a menu for changing the Spray Tracker Addon's settings.
+ Data is now saved in the database of the server.
