Added Air Doctrine Boost - Combined Arms Focus Now gives 75% reduction in one land doctrine and air doctrine

Fixed the adviser error so now Iran can choose military and political advisers again

Included railways and supply nodes to the focus tree this is in the gradual expansion spirit and the connect the railways and railway expansion focuses

also fixed an error on the right side of the industry tree where the focus only gave you civilian factories and no building slots so the state went over the boundaries for building to building slots

Included a new decision for testing called battle plans

Reworked focus tree for more interesting research buffs and to make it look better in all honesty
