Hotfix for the liveries being wack yet again when overrides is enabled.

Moved a bunch of internals around, which means there's now a dependency for STEV content.
Fixed some coord stuff in Overrides.
Other stuff.
REPORT ANY BUGS!!!

Fixed overridden zombies not saving. (was only able to test in SP!).
A couple other things.

Attempt 2 at fixing the "random liveries" bug. HUGE thanks to Albion for the lead!

Potential fix for "random" car liveries when overrides is enabled.
Fixed the USPS overrides ending up all wack.

* Added the vanilla police pickup/van things.
* Now overriding the vanilla mail cargo van. Seriously, when was that added???
* Spongie's support will be fixed in the near future. I accidentally pushed a ton of WIP stuff with it, thus breaking it. Sorry about that....

Simply moved over my "RickGrimesSheriff" mod's STR zone stuff here due to it breaking the game otherwise.

Maintanence Update:
* Added a new pair of USPS Shorts per request.
* Bugfixes, including that one vehicle overrides bug.
* Some other minor mumbo jumbo, report any bugs!

New update. Part 1 of 2:
* Moved as many vehicles as possible to the skin index, in order to make the Overrides sandbox option work on server. WILL NUKE EXISTING STR VEHICLES!!!
* Added cosmetic Badge items, that literally just sit in your inventory and look pretty.
* Added a KSP Tie.
* Fixed it so the JCSheriffs actually wear Sheriff Vests.
* Added "Standardized" vehicles, to make overrides work. These can be disabled in sandbox options, with "lore friendly vehicles".
Due to all these changes, a world reset is advised...
