Hotfix for an attempt at hopefully fixing engine errors.

Why do things break?
* Hotfix for Overrides causing Meade County cars in RavenCreek
* Still unable to find the cause for the clothing-based overrides bug, as I'm unable to reproduce it. :/

Final hotfix for the day, I swear!
* Fixed the StateParkRanger Shirt's icon.
* Hopefully fixed overrides acting foony when VVE's installed. (Forgot to include compat patches in overrides!

Another hotfix for engines not starting with overrides disabled
Also lowered riot zombie spawn chances.

Hotfix for LouisvillePD. Don't know how it slipped past.

RavenCreek Support update:
* Added full RavenCreek support. RavenCreek PD/FD/FDEMS/DoC content. Automatically enables when RavenCreek's active.
* Albion redid the entirety of the overrides system. Seriously, thanks Albion.
* There's a new sandbox option for how fast overrides works. Lower numbers mean faster overrides, but more lag.
* Made VehicleTweakerAPI a hard dependency because the now-removed "EnableSTEV" sandbox option never worked because of a game limitation
* Added sandbox options for modular RavenCreek vehicle spawnrates.
* Fixed a few insignificant bugs.
* A few features I can't remember off the top of my head.

Fixed an oopsie in a file. Which led to errors.
Nothing much else to say about this hotfix.

Bugfixes:
Fixed the pants so that they're compatible with the fancy new furry mod.
Added a patch for "ProperPoliceSkins". Cuz why not?

Hotfix:
- Hopefully fixed the KSP_Trooper exceptions. Seriously, if this persists, let me know.
- Corrected the StateParkRanger shirt icon to actually work.

- Hotfix for linux users. This should HOPEFULLY squash the linux bug once and for all! (Take 3. Seriously, Steam is stoopid sometimes. :/ )
