This small patch fixes some singleplayer issues via lua script:
Starting Cutscene should work now, but only for host or when playing Singleplayer.
Added missing car spawn on "mimp_intermission" if you start from here.

Map "mimp1" now forces "sbox_weapons 0", but only once per map load. Feel free to set "sbox_weapons 1" back if you want to have some fun with all guns.
Map "mimp_intermission" sets back "sbox_weapons 1". Because you get all existing weapons in the first map...
