Fixed an error related to the Earth Element whenever Saki got hurt while activated.

General:
• Updated the localisation files
• Changed how much Saki refills his meter based on his physical and projectile attacks.
+ Added SFXs and a VFX when his meter is full.
• Corrected a leftover mistake from the last patch, where USTRONG wasn't resetting properly after using the element wheel etc etc.
+ Added a cheat on the Muno Phone where Saki has infinite Meter and can freely change elements.

Wow... I haven't touched this character since 2023. And all it took was a workshop patch to break stuff. lol

General:
• Updated the localisation files

FTILT:
• Recoded the attack because the recent workshop patch broke the attack structure.
• You can either press or hold down the attack button for the chain links.
• Repositioned and removed some unneeded hitboxes.

UTILT:
(all hitboxes)
- Hitpause reduced from 8 -> 7
- Hitpause scaling reduced from 0.35 -> 0.30
• Repositioned and removed some unneeded hitboxes.

USTRONG:
• Repositioned and removed some unneeded hitboxes.

+ Knockback scaling increased from 0.95 -> 1.
