I played around with it so that it doesn't enter at the same plane as the system anymore. As a compromise, you can no longer rotate the camera down 90 degrees. HOWEVER, you can still do this while focused on any planet/star/moon/ship/whatever, so if you want to see the system from less than -30 degrees, focus on the home star or any other object in the system.

Note: It seems Paradox has decided to screw around with the camera again, so unfortunately now when you enter a system, your camera angle will be 0 degrees (it will be in the same plane as the system). Only way to fix this is to set the max pitch to 180 degrees, but that would then mean when you rotate the system to view it from above or below, you would invert the camera, which is more annoying than starting at 0 degrees.
