Fixed some errors with china in the previous update

Some changes to Turkey and the Ottomans during puppeting

Tried to add a Turkish puppet for Greece, but after some testing I found that the BofB DLC countries tags don't work properly regarding making specific puppets

Fixed puppeting in China, now constituents of China can puppet one another without the puppets being empires, instead they will be named as provinces.

In addition, I've changed the collaboration governments - now X Military Administration of X e.g. Italian Military Administration in Yugoslavia

Quite a number of changes to both country names and the puppets that can be formed, some of which have been removed such as the Europe puppet

Some minor alterations, and moved the indochina puppet to vietnam

Fixed a mistake where the Balkan Union became a republic when going democratic.

Updated to still work with older game versions (only English works with 1.11 right now)
