Added description to the Ballista Commander. Cheesy, but neccesarry.

Added a tower commander in addition to the two ballista towers. This is to prevent the ai from losing all its commanders at the start and being eliminated.

Too many AI still dying early game. Damage of towers is up to original balista damage (20). HP is up to 35. Added charm resist to the towers.
