- AI is less likely to accept diplomatic actions from empires they just met
- AI megacorps are more likely to accept commercial pacts, especially with the Universal Transactions perk
- AI less likely to accept vassalization from someone they do not have excellent relations with
- AI will only ask empires they have excellent relations with to vassalize them
- More vanilla primitive events will shift ethics

Bug Fixes:
- Less asteroid spam when observing multiple primitives
- If a pre-ftl civilization has an ai-uprising, it will block others from having one for 50 years

- Adjusted effect of asteroid impact
- With Non-Interference policy, observing fully aware primitives gives +3 unity
- Commercial pacts with steam or higher primitives give additional resources.
- Primitive commercial pacts will take into account some of the trade policies from Expanded Pops

Bug Fixes:
- Commercial Pacts with Solarpunk empires will give resources (and mineral upkeep) from all observation posts
- Fixed ascension teacher policies not working as intended
