- Fixed a potential cause for a CTD
- Fixed the resource collecting event showing up for the player in some cases, even though it should not

Seemingly fixed a critical error with a building file, however my method of deactivating buildings if there are no upkeep resources available was not working, so I had to deactivate that for the time being.
