Quebec: Removed all from mod except flag and localisation

-Fixed an issue where DLC expansion owners would get generic equipment that should not be obtainable
-Fixed countries missing certain localisation tags, making their names break when turned into collab governments

-Fixed Quebec having a core in Italy
