Fixed some safety issues, No longer transports people not inside the rings. Added block groups and discriptions

Updated the model for the Eye of Ra (as well as named the ring camera Eye of Ra), some more code fixes and safeties.

Added some safety code. No more teleporting large grids by just slapping down a small landing gear on the pad. Also the ring camera
