Another attempted fix at vehicle e brake bug (cant reproduce in editor)

(Hopefully) fixed bug where you had to activate / unactivate emergency brake to use vehicles

Implementation for vehicle queuing, basic resource collecting, and commander abilities (artillery strike for now)

BLUFOR can build a War Factory
Commander UI doesn't bug out when you leave and re-enter
