Updated voting panel in accordance with ToughSun14's update.

Added a cool change created by ToughSun14 involving the voting panel which shows the actual START and BACK icons. Note: it ALWAYS shows START and BACK with their icons, regardless of what vote buttons you actually have bound. Use the Modular Pack if you'd like to avoid this.

Removed spacing on left and right sides in vertical splitscreen mode, improved splitscreen support by changing idle survivor panel positions so they no longer block PVP panels, and fixed a bug that would sometimes cause HUD elements to be permanently unloaded.
