Tweaking values, attempting to find the correct balance between very heavy loadouts actually overloading you and not feeling annoyed by the system.
These values should hopefully only overload you if you are absolutely maxed out on missiles etc while still not disabling running.

Due to removing forced walk on overload the increase to max carry was reduced from 35% more to 20% more.
Slightly tweaked weapon sway.
Fixed stamina recharge time.
