Slight modification to the script timing related to the Rally Troops, Rival VP conversions and card reshuffling (for the players).

Added the images for the Arrakeen Scouts content (and rules). Nothing automated, but content is available at least.

Couple of fixes:
1. Corrected logic for solo setup when Blue is picked as a rival
2. Refinement of the rival board logic related to Intrigue card detection for VP conversions

...basically, addresses error messages that were appearing.

1. Added control marker logic to provide the respective bonus solaris/spice to the controlling player

Solo game fixes and tweak:
1. Saved games now properly maintain rival resource conversion logic to VPs (i.e. 3 water, 7 spice, etc.)
2. Resource overlay (lower right corner) now loads properly from a saved game
3. Added logic to display the player's color / turn reminder as part of the Hagal deck draw sequence
