more tweaking to get aip to work faster and efficient ... hopefully

- cut down min idle attack size (4 from 12)
-cut down idle time (120 from 240)
hopefully will kick out AI unit attacks faster

Fixed AIP switch to properly include each race.

Further reduction of scav building and resource collection, so AI won't waste as much time and money on them, and move along attacks faster.

reworked "0" aips to build less scavs

- Generally AIPs should cycle faster.
- AI should now build its base regardless of what player has.
- Removed collect field retries.
- Lowered attacks (except on pools) to 1, should move aip faster.
- AI late game AIP builds full base and uses special/heavy units, though for some reason it still takes a while to get there.
