Some changes to Neutral B in order to make it a little more useful and less prone to cheese

- When used on the ground, the left stick can be used to determine the throw angle

- When used in the air, the angle is always 300, and has limited range; opponents who are too far will be dropped mid grab

- fixed a bug in which opponents could die twice if grabbed near the blastzone
