Forgot to set the reload duration for the M1 previously, now it's at 2 seconds. Also SMG/Machine Pistol set to 2.2 experimentally

Minor fixes, Scouts accuracy buff, AWP accuracy nerf, SMG accuracy nerf

AWP changed into a secondary, Scout buffed up considerably, fixed an error in scouts config, minor changes to smg, magnum reverted to 80 damage, rate of fire from 0.225 to 0.200

SMG and pump went to tier 2, SMG cuts into tier 2 rifle spawns, but both spawn fairly consistently thanks to this.
As they're tier 2 weapons now, I've decided to slightly buff them. SMG ducking spread from 1 to 0.85, standing spread from 1.3 to 1.5, spread per shot from 0.75 to 0.5. Shotgun scatter pitch from 6.0 to 4.5 and yaw from 8.5 to 7.5. SMG won't be usable in bleedout anymore, which I'd consider to be a buff. Aside from that, minor cleanup
