Added Railguns.

Railguns are long range hand held weapons giving engineers the capability to engage in combat against large and small ships. They are effective against lightly armoured opponents (large or small grid), and can do a serious amount of damage to ground-forces as well.

Though it is long range, it is cumbersome, and aiming will require practice.
