-some code cleanup
-you can now upgrade any state except for small island(subject to change) and states with the impassable modifier
-disabled the AI

-balance tweaks
-you can now upgrade all states twice (except tiny islands)
-you now require a certain amount of state infrastructure
-cleaned up the requirement display from the last update

there is some weirdness with upgrading from "rural" but goes away after reload, it does not have any game impact

-state upgrades now require certain amount of population in the state for it to be upgraded

Let me know if you find any weirdness and bugs, its 3am and i just finally got this all together without it breaking
