Improved Ruler Designer
- things are a bit more compact
- When customizing appearance, the left pannel is much smaller, so you can see the portrait well.
- sliders are a bit more compact and show the actual value

When selecting a starting character, things don't overlap anymore. Added a scrollbar.

- Bookmarks screen works and scales now.
- Fixed the ruler designer and the struggle window
- mapmode buttons for the struggle will appear close to the window, not 300 pixels away from it
- removed "1.6" from the folder name

Memories window resizes now and you can hide the header image.
Portraits in the council are moved down a little, so the faces aren't covered. When appointng a councellor, the top is more compact.
Hired court positions will stay collapsed when you load the save again. And the whole entry for an empty position is clickable.
