-Grand Baron's penalty effect no longer universally applies across the entire map/entirely outside of the Grand Baron's range. The code has also been optimized in general, and is now tied to a proper SetXY function. Thanks to Chrisy15 for this HYUGE change
-Reduced the penalties inflicted from Grand Barons (-50%/-33% to City Attacking and Ranged Defense -> -33%/-33%).
-The Grand Baron's Influence with Intimidated City-States upon being born is now mentioned in the unit's help text
-The Duke's Court button now no longer overrides UnitPanel
-Removed the +15 XP from the Duke's Court
-Nerfed the Schwarze Rosen's Ranged Strength (28 -> 26)

+Changed the way Raydrik's UA code works to fix a bug regarding policy cost errors
+Added a UI button to the Grand Baron to better show how its ability works
