Add config support for including resistance encounter names that will change with this mod

-Added better support for other mods that change the encounter info OnPostAliensSpawned. Specifically, added support for compatibility with Raider Relations. Raider pods were not patrolling when changed to the resistance team. Now they are.
- Kept logging enabled for now in case I broke something.

Added more support for More Sitreps mod by removing the force red alert Sitrep effect when the Resistance Cell Sitrep is active. This way the pod properly moves from the edge of the map as a group.

Fixed a bug that was not supporting when more than one Resistance or Raider faction was deployed on a mission. Only the last faction's spawning zones were being changed.

-Added INI support for mission exclusions in XComRaidersStrategicSpawning.ini
Just realized that this mod was changing the encounter areas for the Raider Bases - covert op and destroy base missions. Added an exclusion for each of them so it doesn't affect them.
