Added enemy psion ability configuration menu, accessible from the PsiTech settings menu. You can enable and disable enemy psions spawning with specific abilities there.

Psions with Truesight that are blinded will now be considered properly blinded, half-blind, and artificially blind for the purposes of the Blindsight meme.
Added a field to the PsiTechPawnKindDef named "ChanceForPsionicAbilities" that can be used to control the chance for a psionic pawn kind to spawn with abilities. Defaults to 1 (100%).

Slightly buffed Psi Storm (base chance to hit from 15% -> 20%).
Allowed armors with 5% or less impact on psychic sensitivity to be psychically enhanced, primarily to allow for Royalty prestige armor variants to be enhanced.

Fixed an issue where abilities could sometimes stop casting when reloading a save.
PsiTech apparel no longer appears in two places in the apparel menu.
Phoenix now triggers when a pawn is damaged, but downed for non-damaging reasons like blood loss.

Various bugfixes and rebalancing for the psionic faction. The effect of these is a large increase in difficulty, back to their intended difficulty. Remember you can disable the psionic faction in the PsiTech settings!

Psionic faction raids can once again spawn with more than one elite psion.
Fixed a bug that caused enemy psions to spawn with less than their maximum psi energy.
Fixed a bug that caused enemy psions to sometimes spawn with Psi Storm, but not have enough energy to cast it.
Rebalanced combat power of psionic units.
Elite psions now spawn with a few more abilities than before.
