Config added and Multiplayer fixes
- New config added with adjustable multipliers for production time and material cost
- Config can be found in the mod folder in data/scripts/systems/tpConfig.lua
- Possible fix to multiplayer, Player not found/ is nil bug
- Fixed resource message popping up when there are enough resources

Multiplayer Hotfix
- Hopefully fixes bug that causes player not be found
- Reduces frequency of Waitng for more [Resource] message <-- Work in progress
