Hotfix for OP Freight Yard.
Made Logistics Rating and Comms Rating benefits clearer.

  • Changed starbase module/building slot progression to max out at 10 each on a Citadel.
  • Included starbase_view.gui over-ride to support the increased number of slots.
  • Overhauled Admin Cap, Logistics Rating and Comms Rating production from jobs, buildings and starbase buildings.
  • Logistics Rating and Comms Rating are no longer stored, to alleviate confusion about what they're spent on. They aren't spent on anything.
  • Continued an art pass and refreshed a bunch of resource, district, planet modifier and decision art.
  • Changed the planet view district details display to use a little more space and increased spread of planet modifiers.
  • Re-worked Trade Union policy modifiers to be more impactful/appropriate.
  • Added new -2 point species trait, Humungous.
  • Included some API hooks. Yell if I forgot yours.
