Priority shuffling (load after NPC's Drop Gear because they do silly things which cause issues with quests)

During testing/development of the next Betabound update, an issue was discovered which was deemed important enough to warrant a patch. Specifically:
• Aegisalt/scintillium firearm recipes not unlocking

bug fixes relating to infinity express and the outpost kennel

fix for Flashlight Buttons (replacer)
