fixed the glow's levelobjects appearing in place of the normal objects, which should finally mean no parts of the glow should generate naturally at all.

Minor polish (as in touch-ups, not the nationality):
rad suit has been touched up to look more on-par with the art overhaul diving suit
the bowling ball doesn't have its contained indicator showing anymore (good thing)
some other shit i can't remember

Stability fixes (because people apparently play this mod):
>disabled mime event because of NPC problems
>switched out UES npc for the time being for same reason
>removed ropeguns accidentally being purchasable in campaign
>set radioactive mine commonness to zero since location overhaul is a ways away
>removed cartel since it was unused
>removed a ton of unfinished items (sprinklers, various gas/laser ammos, explosive vests) from being purchased.
