【Changes】
-Added events from after the San Hieronimo Peninsula incident to the formation of MSF (encounter with Miller).
-Add wandering nation mode (temporary implementation).
-Changed so that when you move from FOX HOUND to MSF, you don't add divisions, but gain them in NF.
-When the AI gets the NF "Start invasion" when operating MSF, the civil war will start in each nation in Latin America.
-Changed the number built in the "Rebuild Mother Base" decision from a fixed value to the number that was built in the state before the XOF attack.
-Added a decision to allow reclassification to DD & Outer Heaven even if the XOF attack is avoided.
-Changed so that Ahab and the Captain are added as generals if the XOF attack is avoided.
-Added "Dr. Pettrovich" and "Dr. Kio Marv" as Zanzibarland-specific advisors.
-Wormhole transporter was added to the first plant at the start of 1939 as an initial building.
-Changed the general trait "MSF Officer" so that it is not given randomly.
-Added generic general portraits.
-Changed the shape of the San Hieronimo Peninsula to match the original.

【Fix】
-Fixed a localization error that prevented proper generals from being generated when changing ideologies.
-Fixed other localization bugs.
-Fixed a bug in the "Outer Heaven Uprising" decision where the value of the highlighted province was wrong.
-Fixed a bug in which tanks deployed to the Battle Group were lost instead of being returned to the stockpile when reduced.
-Fixed a bug in which the GMP required to build Platform 3 of Plant 4 in the Base Development Team was shown as 1500, but in fact you had to have 3000 to click on it.
