Fixed reported bugs.

Reworked Fleet Foot ability.
Replaced the ability of Danyang Veterans.

Reduced the damage that characters take during automatic resolve. I don't know yet if this is working fine.

Increased mass, charge speed of light, medium cavalry slightly.

Changed the education building incident.
the education incident is now triggered every spring for all characters in the faction.
this effect can be duplicated.
