Modified Bonuses and some of the Progression Traits.

The Colonial Bonus now gives +0.4% Missionary Strength

Building Cost is also decreased.

Reason why I updated the mod a tiny bit was to balance out the tolerance penalty.

Colonial Nation Group Traits Changed

Tolerance of Heathens = -3
Colonist = +1

(I stress tested the mod, -3 Tolerance of Heathens is necessary because -3 gives the colonies drive to convert at least religion in a matter of months.)

(The +1 Colonist is something I thought would somewhat fix the whole 'colonies using colonists for development rather than colonization' issue, and in my stress test the AI's colonial colonization barely stopped. Colonial Nations now have a negative modifier in the form of Tolerance of Heathens, so I thought a colonist could balance that out.)
