when old crops is removed during convert it is now added to the stockpile

fixed a crash with pathing in north south direction
skip blocks that are already of target type

added to the command tool herbs menu now, the garden hoe is only used as recruiting item

* display localized grass names instead of just type name
* crops on top of the area will automatically be removed
* optimized pathing, it should now never skip blocks
* science now only requires herb farming and three ingredients

fixed wrong grasstype selection

after save+reload the worked sometimes skipped a tile
