Update v1.3

Changed insurance company limit to 32 (to prevent conflicts with other insurance mods)(new game changes allow scrolling in the insurance panel so now the player can have as many insurance mods as their computer can handle).

Feedback based balancing for Research Grant Institute (Reduced payout from 240% to 180%). (Thank you Corrino and Bob for the feedback)
Changed Research Grant Institute unlock requirements.
Tweaked Research Grant Institute objectives (made a little more difficult so you cannot complete them too quickly, helps with pacing)

V1.1

Added an additional 21 objectives to Medicare.

Rolling objectives that require the player have no patient leave untreated or be sent away for x amount of days from 1 to 31 days in intervals of 1. Effectively gives the player at least 496 days worth of objectives to always have something to work towards and a way to make a little more income. I wanted to ensure that it is rather difficult to complete all Medicare objectives without it been impossible.
