Balanced All thruster max thruster power and thrust values with each other.

Reduced Power consumption of thrusters by a lot.
Based Changed on vanilla Ions, thrust values around 10x better than ion for "basic" universal thrusters,
advanced thrusters have 4x thrust compared to "basic" universal thrusters.

Power values 2x vanilla ion, this is the op version of course.
adv thrusters use 1.5x max power consumption than "basic" thrusters, making them more power efficient.
