Fixed an issue where gifting ruins to the vassal would make them not have a settlement building and then theyd never build them.

-Fixed lords for Norsca Hordes being Bright Wizards, they are now correctly Marauder Chieftains.
-Made them build more balanced between eco and military rather than focus all on military.
