Fixed typo in strattuning for the vest (was causing it to be unbuildable on legendary)
Added config for RealityMachina's Improved Rocket Targeting to fix up Cryolaunchers.

Increased cone width of cryolator slightly, Lowered tile coverage significantly.
Added support for Nozzle attachments.
Increased Cryolator upgrade slots from 0/1/2 to 1/2/2
Cryolator's basic attack won't end the turn while under the effect of Burning Rush.
Chemstorm damage is now configured seperatly from regular damage, and is higher.
Increased Chemstorm Radius.
Added Infil values for compatability with CI - you will still need to adjust costs approriately.
Added effects to Bitterfrost Canister's activation.

Cryolators may now chill with fulmination.
Extended the cryolator stream pfx a bit, should better fit it's range.
Fire Cryolator can now trigger Thermal Bulwark.
