For Huntsmarshal's Expedition, many more buildings are initially restricted and the unlock order is changed slightly.

For Huntsmarshal's Expedition:

* Fixed soft-lock on Gor-rok's arrival, caused entirely by my own stupidity.
* Encounters at sea against generic vampirates will not raise hostility levels, because why would lizardmans care if you're fighting pirates? Be serious.

Updated for the latest patch.

The patch toned down the invasions slightly, I left the old values in place.

For THE EMPIRE:

* Removed Battle of Bloodpine Woods.

For THE EMPIRE and Golden Order:

* Empire provinces will correctly switch to Underdog once they reach Fealty >= 9.
