Clerical update to 1.14.*

Fixed conflict with Finnish Designer companies by removing the custom historical companies included from this mod. I overlooked the fact Finland got a National Focus and overhaul and is beyond the scope of this mod intended for generic nations.

- Updated to further improve compatibility with other mods by limiting the number of vanilla files edited. As a side effect, the Air Designers will have an extra "Standard Air Company" that's basically a mash up of all 3 vanilla generic designers. There was no way to get around it and it exists to override the vanilla ones. You may use this designer if you want, but other designers are better. When playing with Better Generic Focus mod, the Standard Air Company has no pre-requisite.

- Added many new designer companies
- Overhauled underlying code to more consistently apply to minor nations using the Generic Focus tree. Majors will no longer randomly gain access to it upsetting their balance.
- Added unique icons for Austrian and Finnish designer companies that previously existed in name only. Both Austria and Finland still use the generic focus.
- Added underlying code for future support to integrate with my other mod: Better Generic Focus.
