Fixes:
-Seraph takes the correct 3000 cats for information instead of incorrect 300 cats
-Biggie and Needles being No Faction instead of Drifter
-Sarin having hair when skeletons clearly should not. No, he can't have a toupee.

Changes:
-Seraph comments on certain world states with patrons instead of simply remarking about it
-Gryf now carries the meitou sickle
-High Paladin Tyr now carries the meitou kanabo
-Goblin Cultists spawn with less chance of cats
-Goblin Cultists have less chance of having a bounty
-All faction importance for bounties changed to reflect their actual importance

Additions:

Fixes:
-Goblin Cultist spawn rate should be fixed. No longer do hundreds of them spawn at once. Don't ask.
-Wizard's dialogue package interacting strangely with certain squad members.
-Wanted Posters showing up in the incorrect locations have been placed correctly.

Changes:
-Increased Wizard's stats all around.
-Changed name of J.P.S's meat and its wanted poster to reflect said changes.

Additions:
-Two Major bounties: Gryf and Houndmaster
-Two Minor bounties (no wanted posters): Nyahn and Seraph
New Faction:
-Drug Peddlers, an organization who specializes in the production, consumption, and trafficking of illegal drugs. They must have a base or something, right?
Other Additions:
-Players who are allied with the Drug Peddlers will recieve aid if they are under attack by a raid
-Drug Peddler caravans may be spotted traveling in the Western part of the map
-Drug Peddler caravans will arrive at player towns to sell narcotics

Next up:
-Nekro, a scythe wielding skeleton with an 'army' of skeleton thralls. Narko would be pleased.

Changes:
Sysus Bandits now have an override for Barcrest. Defeating them results in the outpost being taken over by another faction.
