-Added Offset versions of all panels for large and small grid
-Added Double Sided Centred versions of all panels for large and small grid
-Reduced Solar Cell costs of all blocks to more closely match newer vanilla costs
-Updated to new BlockVariantGroup system
-Changed PaintedMetal_Clean material to PaintedMetal_Colorable on sides and backs of solar panels so skins can be applied
-Scaled down the UV on small grid versions so the solar cell texture has the same 'cell size' as large grid and vanilla small grid solar panels
-Removed custom G Menu category as all blocks were already added to Large/Small/Power categories so it was just more G Menu clutter with no real purpose

PCU value adjustments:
All small grid versions have had their PCU values vastly reduced to tie in more on a block to block ratio with their vanilla counterparts (this was always intended, I just totally forgot about it)
Large grid 3x3 has had it's PCU reduced slightly from 60 to 55
