Ok, so updates will be smaller now, so I will start writing patchnotes again.

Apparently AI will have a brand-new hardcoded behavior, if it ever goes below 0 energy upkeep it will not build anything consuming energy. Thanks paradox, another feature nobody asked for... Turns out that this makes the rarely occuring bug from 2.5 with empty planets (which happened due to weight overflow) occur in every single game (now because of energy shortage) in modded or unmodded games. For now I greatly increased the weight of energy districts, but hope it will get fixed at some point.

Made AI reactions on fixing its admincap a bit faster. By design AI is supposed to ignore it until some research breakpoint (currently it uses 200-300 physics research as a breakpoint depending on empire type. It's not optimal, but it's close to optimal) and after reachign the breakpoint spam adminbuildings until they are below it. Now they will react a bit better than before.

Found some issue when AI started stockpiling a lot of alloys (it needs some alloys in early game, but if it doesn't lose many ships in wars there is no alloy sink and they start stockpiling) and didn't react to it, now it will properly start demolishing surplus foundries and replacing them with labs and factories in those cases.
