Made the game actually load the climate cycle's settings and apply them when loading a save.

Technical details:
Implemented ExposeData() in the GameCondition as I did in the ScenPart.

Implemented ExposeData() in the ScenPart using Scribe_Values.Look() for the variables I needed to save.
