- switched from weighing national focus to using historical focuses strategy files
- Romania tries to join the Comintern
- Germany no longer invites Finland and the Baltic countries in the Central European Alliance for balance reasons
- USA joins the Central European Alliance in 1940/1941
- France is now able to properly defend itself
- United Kingdom joins the Comintern in time for the war
