-Updated maps to work with the new game update
-All panel health values have been reduced by 2000 (now they're within the 2000-3000 range)
-Enemy panel removal time increased to 15 seconds

-Added new map: Overload (sf_overload)
-When aiming the Toolgun at gentle slopes/ramps, the panel to place is now oriented towards you by default
-C4 charges (both thrown and planted) are now able to be detonated by other C4 charges and rockets
-There are now no-build zones around the entrances to player bases

-Panels now properly destruct for clients when they're destroyed
-Throwing C4 now has the same "recoil time" as planting C4
-The Rocket Launcher no longer auto-fires
